Minister of Finance Hany Kadry Dimian agreed to form 60 appeal committees, to be located in every governorate, to study the appeals of residential units’ owners regarding the property tax value, a Wednesday statement from the ministry stated.

According to the recent amendments to the law, the number of members of the appeal committee will be reduced to three members instead of five, and the committee should not be headed by a former or a current member of the Tax Authority to ensure neutrality.

On 19 August, President Abdel Fattah Al-Sisi issued Presidential Decree 117/2014 amending the 196/2008 Property Tax Law, modifying the tax-exempt tranche to include those owning a single residential unit of a value up to 2m. The original law had exempted only those owning several residential properties with a total value of EGP 2m.

The amended law mentioned that hotels, clubs, hospitals, medical centres and clinics affiliated to the armed forces are exempted from paying taxes. Hospitals, educational institutions and non-profit charities are also exempted from paying taxes, but tourist resorts and hotels are subject to the law.
