President Abdel Fattah Al-Sisi issued Presidential Decree 293/2014 on Monday entrusting Prime Minister Ibrahim Mehleb with some of the president’s jurisdiction, allowed under Article 148 of the constitution.
Mehleb is now freely allowed to act upon state property and withdraw property ownership for public benefit and to protect monuments, presidential spokesperson Ihab Badawi said in a State Information Service-published statement.
The prime minister is also permitted to grant pensions and exceptional rewards as well as outlay subsidies, loans and compensations for monetary and psychologically losses.
According to the decree, Mehleb is in charge of: state employees; public authorities; public sector companies; universities including Al-Azhar University; the Arabic Language Academy; public utilities; the visas budget; customs exemptions; and local administration in addition to stating the state of emergency.
The text of the resolution also mandates the prime minister to choose which of the ministers would do the job of another absent minister and to apply the provisions of the law regulating the control of the non-banking financial markets and tools, stipulated according to the 10/2009 law.
Earlier in March, Interim President Adly Mansour issued a similar presidential decree to assign Mehleb with the same authorities under the ratified constitution.
