The Ministry of Planning and Economic Development on Monday issued a report about the evaluation process of the second round of the Egypt Award for Government Excellence 2020.
Hala El-Said, Minister of Planning and Economic Development, explained that the Award came within the framework of implementing the sustainable development plan “Egypt Vision 2030”.
She stressed the Ministry’s keenness to make a qualitative leap in institutional performance through the Award and to develop human capabilities in an atmosphere of positive and constructive competition.
The minister pointed out that this December witnessed the announcement of the field visits phase of the leaders who qualified for the second stage of the evaluation process and personal interviews for the award for the best government employee within the Distinguished Leadership Award. She added that the main directions of the current session are the competitiveness of the Egyptian state and the life quality of citizens.
El-Said pointed out that the level of candidacy applications improved compared to the last session with a decrease in the exclusion rate of 14% compared to 39% in the last session, adding that the transition from the paper-based system to the electronic system was made by 100% for the candidacy application process, and a desk and consensual evaluation was also conducted electronically.
The evaluation of the second round of the Egypt Government Excellence Award 2020 was sent to government agencies which participated in the first session in 2019 to identify the strengths and opportunities for improvement.
According to the report, the journey of the evaluation process included planning for the second evaluation round, where many coordination meetings were held to conceptualize and approve a plan, evaluate and follow up on the progress of the preparatory procedures for the second evaluation round, in addition to postponing the receipt of candidacy applications from government agencies due to the Covid-19 pandemic.
The report pointed to the step of updating the categories of the Egypt Government Excellence Awards, as it included the introduction of the Government Employee Award and the Distinguished Work Team Award, in addition to changing the service units award criteria and using 7-star standards of the UAE government, while transferring the innovation award with the individual award to the institutional award, as well as the addition of new entities such as catering offices and health offices within the service units award, in addition to the Distinguished Governmental Institution Award, the capacity assessment weight was modified to be 40% and the results 60%.
The report also reviewed the step of training and educational workshops for government agencies, as it reported an increase in the percentage of trainees in government agencies by 56%, with an increase in award categories from 16 to 19 categories, in addition to the participation of government leaders in virtual interactive sessions that were watched by more than 20,000 participants.
The directions of the second evaluation round and important information according to the report included the focus on the main directions of the current session, which are the competitiveness of the Egyptian state and the quality of life of the citizen, the total number of participating residents of 136 residents for a period of 45 days, with a total number of 360 hours compared to 30 days in the last session, an increase of 26% over the last session, in addition to 151 field visits with an average total of 5,518 km, compared to 133 visits
