The cabinet approved a draft law regulating waste management to follow up, monitor, and develop everything related to integrated waste management activities. The law aims to attract and encourage investments in waste management field and ensure sustainable development.
According to the draft law, the new Waste Management Regulatory Authority also aims to boost Egypt’s relations with countries, regional and international organisations in waste management.
According to the draft law, the authority is responsible for preparing the national strategy for integrated waste management, and to establish a national waste information and data management system.
The Waste Management Regulatory Authority shall also prepare controls, standards and guidelines for all stages of the contracting, as well as participate in the evaluation of bids for municipal waste management services.
Furthermore, the Waste Management Regulatory Authority would provide technical consultancy services and recommendations to the competent administrative authorities.
Among the objectives of the new authority are the granting of licenses for the conduct of any activities of integrated non-hazardous waste management.
Moreover, the draft law stipulates that the Waste Management Regulatory Authority shall have a board of directors, which will be chaired by the competent minister and shall have a membership of no more than twelve members representing the competent administrative bodies, experts, universities and research centres.
Additionally, the head of the authority would be appointed by a decision from the prime minister, nominated by the competent minister for a period of four years, renewable for one similar period, and shall be responsible for the implementation of its general policy.
The draft law regulated the activities of integrated non-hazardous waste management, such as municipal, demolition, construction, agricultural, and industrial waste, as well as work on hazardous materials and waste.
